problem with server/~user

Hi

I have a problem, since I install mod_ruid2

It's forbidden to open IP/~user
If I chmod /home/user directory to 711, it's OK

What can I done to avoid this problem ?

How to chmod to 711 when I create a user ?
Or is it something to change in configuration, as to accept chmod 710 ?
