Problem with sub domains

I have such problem: One my user started making domains as sub domain for the domain of other user. For example he started making domains sub1.domain.com and sub2.domain.com, though domain.com belongs to quite another user.
Question: how did he do it and how to forbid it to do?

I know this has been discussed before; I think someone may have written a script to detect it. Search these forums for more details.

How does he know the other client's domains are on the same server? Does he have shell access? This should be against your terms of service; if one of our clients did that we'd immediately suspend his/her account.
