Problems accesing php.ini

I am trying to change the php.ini file to allow me to command line my MYSQL database but I have tried /usr/local/lib/php.ini and I get
[root@*removed* ~]# /usr/local/lib/php.ini
-bash: /usr/local/lib/php.ini: Permission denied

Any help?

Lol you have to use an editor its not an executable file

If you dont know how to use the shell properly I guess you better start googling.
