Proftpd Permissions denied

I am running ProFTPd 1.3.1, the settings have not been altered at all.
I am using Cent OS 5. The FTP has not been working ok since being installed, nor was it working on previous installs. It has been installed from OVH using their Centos + DirectAdmin installer.

I have created Resellers and Users. They can upload/delete etc into their /domains/theirdomainname/ and /domains/theirdomainanme/public_html

but they cannot run any commands within directories inside public_html.

Filezilla prints the error 550 permission denied followed by Error: Critical file transfer error

My Proftpd.conf contains the following:
