Proftpd Vhosts Issue

Hello,

i am running the latest version of da , and my problem is kind of wierd , looks like a system problem , but i cant tell exactly yet.

this is what happens :

when i boot up my system, everything runs smoothly , in the ps x | grep pro
i see the proccess id and i can see its waiting for connections
even via netstat i can see the port is open.

but then when i try to connect from a remote computer ( and even from localhost ) i get connection refused.

tryed to reinstall it remove it and install a later version , and back to the older version , again and again i got the same problem,
after trying everything i got to a conclusion that if i remove the
Include /etc/proftpd.vhosts.conf
from the /etc/proftpd.conf file
users are able to connect, but now the new problem ( because i have disabled the vhosts ) , i can connect via the shell username , and password, but via virtual ftp users ( that i create from the panel ).
how can i solve this problem ? i dont have a clue how to fix it.
and i realy need the vhosts for my proftpd users.

what is your advice?
