Query per hour monitoring?

I have a potential client who says that their previous host cancelled them because the exceed 1,000 queries per hour.

I have never monitored queries per hour so I have a 2 part question.

1. How do you monitor per hour activity?

2. I don't think 1,000 queries per hour is a lot for a site, do you?
