Question about change IP

I want change my server's IP and make the server's downtime is minimal.So,I want to know the below:

When is the old license unavailable?

You may ask DirectAdmin support to change license's ip address and create a temprorary license on old ip address, and when datacenter changes your ip address, just execute getLicense.sh.

if no the temprorary license on old ip address, whether the all services include httpd,proftpd,etc stop or only cant login the DA?
 
Only DirectAdmin will stop, all other services will work
