I'd say that Yes and no is a more apt description.
It all depends on how you define quota limitation.
Since MySQL files are not owned by the site-owner user, but rather by the mysql user, they're not subject to the hard limits of the OS quota system, but DirectAdmin will count them in it's nightly tally.
