receiving external proxy traffic

Hi there,

A client of mine wants to set up a local (in his country) proxy, and make it that every person in his country will reach the server via his proxy.

The way I think I should update the server, is to make Apache listen to the proxy-ip as well.

1. Am I correct ?
2. Is this safe (for there are other users on the server) ?
3. And can't I fix this on user-level ?

And I guess the 2nd thing to do is to set up a subdomain to point towards that proxy-ip, right ?
