Redirect url+mail without making user

When a costumer register only a domainname (no hosting) I add the domainname to the dns. When a user wants to redirect the domainname i need to change it to a user.

maybe it is possible to make a addon to add a url redirect and mail redirect without making a useraccount. (api?)

or is there anyone else who has a better solution?

Much of the mail system is based around the assumption that a user account will exist with, eg: /etc/virtual/domainowners needs a user... and for httpd, the httpd.conf has to be somewhere, again probably belonging to a user. Since it can already work if a user account is created, it would probably be simpler to stay with what works
