Reseller in reseller

One of my clients wants to buy a reseller-account. But he also want to make reseller in his own reseller-account. How can I do that?

You can't.

Basicly:
To let him create reseller he must be admin level.
You have to create another Admin account for him, then he will be Admin not Reseller.

He could do all Admin could do, even login to your admin account and control over your users.

Advances:
You have to create API script (plugins or php) to lets him create other reseller on your behalf.
This's not hard but also not so easy.

Is there a way to create a Head-admin and lower admin with less rights?
