Unless you own your IP block, you can't set PTRs for the IPs. Since the domain for PTRs is actually in-addr.arpa, you need authority to change the nameservers for the specific IP domain, which you can only have if you own the IP space.

So, this record is not doing anything. You need to contact your IP provider and have them set the PTRs.

Your response is an oversimplification, but probably true enough for most DA users.

But it's certainly possible to get reverse DNS authority delegated to you even if you don't own the netblock; one doesn't require the other.
