safe mode off !!

safe_mode=off
safe_mode_gid=off
sql.safe_mode=off
that is what i see in my joomla admin board PHP Information!

in /usr/local/lib/php.ini
safe_mod set: On
how is that?
i want safe mod to be On !

in DA PHP SafeMode Configuration all sites is set safe_mod : On
any idea?

my new php.ini path

what that mean :
open_basedir not used
