Secondary DNS not working

I recently rebuilt a DA box and now i'm having troubles with my secondary DNS IP on that box.

I have it setup in DA as follows:

XX.XX.49.6 shared admin 46 ns1.domain.com 255.255.255.0
XX.XX.49.7 shared admin 0 ns2.domain.com 255.255.255.0

But, when I run a DNS report I get:

ERROR: Some of your nameservers listed at the parent nameservers did not respond. The ones that did not respond are:

XX.XX.49.7

WARNING: One or more of your DNS servers does not accept TCP connections. Although rarely used, TCP connections are occasionally used instead of UDP connections. When firewalls block the TCP DNS connections, it can cause hard-to-diagnose problems. The problem servers are:

XX.XX.49.7: Error [No response to TCP packets].

Any ideas?
 
I fixed my own problem. For some reason my core router didn't update its arp table on the second IP.
