server load normal, but website slow

i have a server. inside the server have less users.

but dont know why those website slow.

eg. forum user post a topic , when click submit, it may take longer to publish their info.

i have check on server load. it is very low only.

may i know what is the problem?

That is too hard to say without more information. It could be anything, even your own provider.

- traceroute your server, look for high latency
- check top, which processes are using the most?

'less' users doesn't give me the slightest clue how many users you have. Are you the only one who is using the server?

Are static pages slow as well, or just database driven content?
