Server timing out at 20 minutes

Trying to download Backup File of my site to my computer but the download window drops out at exactly 20 minutes with only 13% of file downloaded.

Is there a place I can set this or must I get in contact with the Server Administrator?

How are you downloading the file, via HTTP? Try connecting & downloading with a different protocol such as FTP or SFTP. If you are using HTTP to d/l the file the issue might be related to the web server's connection limit settings and if this is the case you should speak to your server admin.
