Service restart when load avarage is high

Hi,

Sometimes I received an email "Warning: The system load average...".
I noticed that mainly MYSQLD and APACHED processes gets high.

Now I looking for a solution, how to make automatically restart MYSQL , APACHE when
system load are greater than xx% ?
