SMTP Auth. Relay on by default?

A client of mine is having a problem with email. She can email to just about everyone else in the world, but when she tries to email herself or another person in the office, the email never arrives. It's just gone. I'm thinking that their old ISP/webhost has something to do with this by the mail being delievered to possibly old and undeleted accounts. But since that client is 6 hours away I can't see for myself.

One of the computer techs asked me if the SMTP Auth. Replay is turned on for my email server so they can route email directly through it rather than through their ISP's port 25/email server.

Is SMTP Auth. Relay enabled by default in Exim?
 
Sure you can tell; from a command line on any linux system you can try to telnet into port 25 of their ISPs mailserver and send them an email and see if gets accepted by the local server.

I believe SMTP auth is on by default; but POP before SMTP auth definitely is.

Thanks, I thought that was the case, but wasn't sure since our ISP has filtered all port 25 traffic on the dialup/dsl network to go through their equipment so I couldn't easily and quickly test that right off the bat.
