some client cant access the control panel

i have a client, whose from australia, he can access the site fine but he can't access the control panel.
It is likely that your client have a firewall installed on his/her own PC blocking some Ports, including Port 2222. Ask your client to de-activate that firewall; or use a different PC and/or ISP and see if that helps.

So what are the ports that the client needs to open for him to access this?

just only 2222 ? or are there more?

also i dont see that file /usr/local/directadmin/data/admin/ip_blacklist in there.

but im not sure if he is getting that error because the error he is getting is:
"You tried to access the address https://www.domain.com:2222/, which is currently unavailable. Please make sure that the Web address (URL) is correctly spelled and punctuated, then try reloading the page."
 
It appears he has no route to your system. Unless of course he's really looking for domain.com, in which case you've sent him the wrong information.

It might be a problem with his ISP.
