Is there a way that I can have a second login for my directadmin control panel that limits the users abilities to only a certain subdomain or area?

No. If you have a lot of time and programming abilities, you could create your own script that interfaces with the api to control only what you want.
Right now you can create an ftp account login for a subdomain, but they'd use ftp, not DA.
