I have a 100mbs server, but after installing DirectAdmin i notoced that the send and receive speeds have dropped, its there a setting somewhere which limits speed, up and down, it seems to make receive at 1.2mbs and sends at 400-500K when normally is receives at 10mbs+ and sends and 6mbs+????

Sending and receiving both require two ends.
The server can't send any faster than the destination can receive, nor can it receive any faster than the destination can send.
So unless both ends and everywhere in the middle can handle connections at both speeds you'll never see the maximum.
My reference server has a 100 mbps connection, to a pipe that's basically unlimited (we're in a Level3 data center and there's no effective limit except our ethernet ports) but our entire set of cabinets usually sends and receives at about 10 mbps.
So unless you give us a lot more information what you're experiencing seems quite normal.
