SSL Error ? Secure Connection Failed ?

My openssl is: OpenSSL 1.0.2d 9 Jul 2015
Issuer RapidSSL SHA256 CA - G3
Signature algorithm SHA256withRSA

Protocols
TLS 1.2 Yes
TLS 1.1 Yes
TLS 1.0 Yes
SSL 3 No
SSL 2 No

But when I surf my web site sometimes, I am getting this error: Secure Connection Failed
When I refresh page it opens. Whatis heppening? Similar thing is also in chrome. Or is this **** something about browsers' bug?
