Startup package new user

I have a VPS with DirectAdmin. When a new user is created, there are already some folders/files created. Where can I change the standard created files/folders? For example: I always want a robots.txt in the public_html folder, when I create a user. How to make this possible?

everything that is in default folder, will be in public_html folder

However note that if you change the location or name of public_html (the folder, and probably the link as well) you'll need to change the apache configuration as well so new user-level httpd.conf files will point visitors to the correct place.

I want to put folders in the same folder as public_html is stored. Not inside public_html.
