DA said they had a working model for Jail, but that there weren't enough people willing to test this. Maybe email DA.

have, several times. there's a many page thread about it... testing happened, no results, from what I've seen - certainely no releases from DA concerning it.

From what I understand rldev, that was their biggest problem. They didn't have enough feedback from people testing it on live servers to make necassary modifications to put it into effect for future installations, or something like that.
