Yesterday, my virtual machine was restarted due to a power outage, and after that the MariaDB service was stopped and could not be started, nor could it be built.
What should be done?

How do I recover?check logs, maybe it crashed and must be started in recovery mode. Of if you have backups and dataloss from last backup not critical you can reinstall mariadb and restore all from backups. Depends on what you have and what want to get
