Strange Display/Image Problem

One client (only one so far) is having a strange problem with images when viewing the control panel. I got him to take a screenshot:

Does anyone know what could cause this? It happens in both the enhanced skin and the classic skin.

He has tried emptying cache.

If you have recently changed the skin, some old images still storend in your browser cache.

The problem occurs in both Firefox and IE (latest versions). I haven't been able to reproduce it on anything, and nobody else has complained, so it's definately client-side. He has tried clearing the cache.

Somehow ISP related? Has he looked at the sourcecode he can see from his browser?
