API Subdomain creation questions

Just want to build a simpel form for my webuser, where they can chose and or modify there own subdomain. I understand a lot can be done through API. But didn't find answers on the following:
Question 1:
Is it possible to create a subdomain that resolves immediatley? So my user can take action without having to wait. How can it be done?
Question 2:
I want my users to be able to change the name.subdomain.com or name.subdomain.com, of there existing subdomain created in question 1. Is this possible through API? How can this be done?
Question 2:
All created subdomains should point to a central index.php file that says "hello world". How can this be done?
If anybody chould help me with this would be great. I want to build a small testcase if it's possible. Examples works great for me!
