Suspended page doesn't show on Drupal install

I was going through and suspending those pesky freeloading non-payers and I ran into a problem suspending an account with Drupal installed.

This is what the suspended page is supposed to look like (I customized it a little bit): http://www.flafirst.org/

However, this is what it looks like on this drupal site: http://www.seafoodlandfood.com/

Clearly not what I intended. Does anyone know how exactly the mechanism works when an account is suspended? It seems like it would be possible for someone to get around it (at least partially).

As you no doubt know, drupal has custom .htaccess, etc., but I would have guessed that the suspension mechanism wouldn't care about such things.
 
Looks like you've managed to suspend the site properly as that's what i'm getting now. IIRC suspending a user actually removes their public_html symbolic link that would usually lie in the user's home DIR. Other than that I'm not sure what else DA does to disable www access to the account. If, after suspending a user, they still have the public_html symbolic link in their home dir then something isn't working properly.

Do you really think it's a good idea to tell the world the site is unpaid?

Absolutely. Especially after 120 days. I normally never, ever suspend sites, but I'm at my wits end with these.
 
After 120 days ... you're too nice to your users.

I seem to remember that U.S. law prohibits (for example) that when you send something through U.S. Mail as a "final notice" for unpaid bills you're not allowed for it to say that anywhere on the outer envelope (maybe even not allowed to use red paper visible through a window envelope) as it tells the world the bill is unpaid.

Maybe I'm wrong, though.

The whole idea of this kind of public suspension is to shame them into paying or leaving... I'm tired of being strung along. If it turns out to be against some law I'll change it, but for now it sends the exact public message I want :).
 
Does anyone know how exactly the mechanism works when an account is suspended?

In case anybody else wants to know: The user's httpd.conf file is changed to point to the suspended DocumentRoot directory.
