system default account adding to email account quota

If we give customer a package of 2 email account quota they can only create one account as the system default account adds as one?

Is there anyway to change that.
 
It means it's not as it should be. It can be done if you ask the customer at least one account he wants to have.
However, that would interfere with automated processes.
I don't know how CP does this when creating an account. I think they have a separate mail account to create the account with. This must be an already existing account of the customer so that's where system messages are send to already.
This makes things a bit cleaner, but since you do need a useraccount something like that would probably need a complete rewrite of DA's way of handling users.
