Tally after backup

Does anyone have an idea why the tally runs for all users after you restore an backup.

What i see is that even when you only restore one account the tally runs for all users.
I have times it on our server and what i see is that the tally takes more time and system load then the restore it selve.

It's just to keep all of the counts updated and correct, but can be shut off.
