The users /backups folder is not included in reseller backup

It seems when doing backups, the /backups folder is not included in the backup.

Now I know I have a skip_backup_home_files.list file but that only contains the line:
application_backups
so that should only exclude the .appdata/backups directory but not the main backups directory.

There is no .backup_exclude_paths in all users home directory's.

So why is the backups folder not included in backup, can I disable or enable that somewhere else which I forgot maybe?

because when you make backup it puts to this directory, when you will run it again you will receive doubled size.

Yes but only if the user would make a backup and contain the backups directory.

An admin and reseller backup from the user wouldn't double the size, it should contain the backups the user made right?
I changed the title to make it more clear.

yes, from admin level it contains full user's home dir.

Then it should also from reseller backup, but it didn't.
