Timezone problem

This issue has been addressed before on this forum, and I have been through all the options, but still find that I am having a problem.

If I use the date parameter in SSH, then I get the correct time, according to my local BST (UK). But, if I use the php date function, the time displayed on the web page is 3 hours ahead, and is apparently Moscow time.

How do I change this?

Can anyone offer any advice?

Okay, if anyone else is stuck with this issue. Set up your TZ as instructed, and wait till the next day. The cron sets the time.
 
I'm guessing that user chao is running php as an apache module, so until apache was restarted he kept seeing the wrong time.

Because as he himself points out, the timezone changes instantly.
