Too many connections "Problemm"

I have a problemm whitch Warning: mysql_connect(): Too many connections in /home/binaural/domains/ftp.xxxxxxl.ru/public_html/anti/leech on line 14..

Who i can tur off this Too many connection?

This limit can be set on a per database or per user basis through phpMyAdmin if I recall correctly.
