I've moved your post to be it's own new thread; it has nothing to do with a thread on DNS.
Your suggestion has been discussed previously. You can easily enough turn off exim. That will result in all incoming email being refused. It will result in all outgoing email coming from users' mail programs being refused.
However the situation with outgoing email eliminating on the server is a bit more comples:
Outgoing email being sent through what we call the sendmail interface will still be sent, though it may not be received everywhere since the server won't respond to any checks designed to see if the sender is valid (some incoming mail servers check this to limit spam).
Outgoing email being sent by authentication will not be sent.
Many important messages from the server won't be sent.
