turning dns control on

hello,
i'm trying to change the a record for my domain to point to a tumblr account i have. i noticed under stat/logs that the DNS control for my site is OFF. how do i go about turning that ON and gaining access to my DNS settings?

If you own your own server you turn it on at the admin and reseller level. If not, you contact your hosting company.
