unable to write user's httpd.conf

Hello

when we want to add a domain to an exist server with the latest DA it give an error

unable to write user's httpd.conf

the domain is not in the DA list. BUT ....

when i check the httpd.conf the domain IS in the httpd.conf
After i run set_permissions.sh all the domain is also in DA

what is this problem and how can we fix this?
