Use GeoIP2 to determine DA interface language

Hi there,

I think it's a great idea to use GeoIP2 data to determine DA
interface language on DA login screen, so the clients feel
more comfortable and "home" when they first start to use DA CP.
Also not everyone knows english, this feature also would show
that DA have the power to be clever.

P.S. When using browser to determine the DA language,
it's not that effective because you know that most people
have browser downloaded and set to english by default.

Please try DA 1.59.2 RC1 with geo_ip_lang=1 in directadmin.conf

Please leave this option off by default. Maybe it is a nice option for people that visit the login page for the first time but you would almost disable returning users to use DirectAdmin when they go on vacation and suddenly get a Chinese or any other language interface they dont know. Depending on their vacation address.

So, it should also use web cookies which would save the first language identification into the web browser (let's say for 90 days or indefinitely), so the issue can be narrowed by this. Luckily it's pretty easy to understand where to change the language on login page and also if you are already familiar with the interface Thanks.
