User Level Block IP Function(Http)

I want to know is it many function or skill to let some client to block IP visit their web site(Http)?

I know I can using edit hosts.deny(But it's the whole server blocked)

I just want to some client can into the IP who do not want some internet user to watch

If the client has it's own IP# you can create a blocking rule in your system firewall. How? I don't know .
