If you did everything correct and no users are shown, then a reason of the issue might be different. And you might need to provide more information. Dealing with a lack of information forum users might offer different solution. And nobody will even sure whether it helps.

Anyway, I would do the following:

1. check directadmin logs for possible clues
2. check permissions of data/users/ folder and all files under it.
3. check creator of users
4. check debug output
5. other

I won't give here detailed commands on how to complete all the steps. I've just posted my ideas. It's up to you find commands which do the mentioned things. Or asked somebody to connect to your server and check it for you. If I do it, you will be charged a hourly fee.
