vBulletin 5.1.9-unable to upload files-iis-php/settings

Looking to see if anyone here is using MS 2012r2 server with IIS 7, using vBulletin 5.1.7 or later. I clearly have some configuration issue that i am trying to work out. I am told it is on the server side, and not a vB switch issue.

Basically looking to see what others have for settings, with the same environment that i have.
