Not sure exactly what you are trying to say, but don't try to start vm-pop3d with xinetd. DA expects it to be started via the /etc/init.d/vm-pop3d file or a link to that file from /etc/rc?.d/*vm-pop3d. Try the command '/etc/init.d/vm-pop3d restart' it should first try to stop the daemon then start it, ignore any errors trying to stop it.
