weird problem, apache or php?

Try a simple PHP script such as the overly used hello world example. If it works it probably means something wrong with your vB installation (but not concrete).
Make sure your server meets vB's requirements (php version, safe mode, loaders, and so on)

Additionally if you bought a vB license you might as well contact vB's support and let them deal with it. That is one of the reasons you pay for such software.
