Where can force the language charset ?

I have add a new language (chinese) in the enhance skins. When the user using the language (chinese) enchance skins.

The Internet Explorer always set the code as a ISO, each time I need to manual change the Internet Explorer to change the en-code setting.

How can custom to set all the directadmin user can force to using chinese charset?

I'm guessing LANG_ENCODING in lf_standard.html in /usr/local/directadmin/data/skins/enhanced/lang/xx
Haven't tried it though, just a guess.
