where should I upload my .html

Why when i uploaded a .html file to
files-> domains-> mywebsite.net -> public.html -> cgi bin
my front page is still
"To change this page, upload your website into the public_html directory" ???

It does not get much clearer than that. It tells you to upload to public_html but you uploaded to cgi-bin. Why do you wonder what is wrong?

Why doesnt it work?

File needs to be in: /home/username/domains/yourdomain.com/public_html

Then go to: http://yourdomain.com/filename.html

Then you are probably uploading a default page of index.php and did not delete the default index.html. index.html overrides index.php.
