Why is mail getting stuck in the mail queue?

Mail is getting stuck in my mail queue, sometimes for hours. The best way to release the mail is to restart the server!! Can someone tell me how I can prevent mail from getting stuck in the first place and secondly how do I release mail without restarting the server, I have tried the retry option but it does not work especially if the queue is full?

This happened after I took on a big client that only want to use my server as a smtp gateway, l do not think it is a hardware resource issue but what else?
 
Well, at first you have to look what mails are stuck. If it's from this big client, then be glad. Because lots of mail originating from 1 server could be seen as spam and being refused at destination servers, if they would be let out all together at once.
It is odd though that it will be send if you reboot the server.

It might also be related to deliver_queue_load_max setting in your exim.conf.
