How do I make my FormMail.pl work?

Everytime I try my form, I get this answer:

" You don't have permission to access /cgi-bin/ on this server."

I have set the FormMail.pl file to 755 and the cgi-bin too. The .htaccess file is setfor 644

Can someone help?

User and group set correctly ?

check /var/log/httpd/suexec.log
and /var/log/httpd/domains/[domain].error.log
