Understanding of licensing

Hi
I want to understand Personal Plus License. If i add 5 domains would i have 5 different accounts of users? Like in WHM we add a new domain and system created new user for this domain. And this user can login their cpanel.
As Personal Plus License have limit of 2 account. I am confuse here that are these 2 accounts of admin or users.

Please guide me about licensing.

The Personal Plus license has a limit of 2 users.
Each server can hold unlimited domains as long as the server does not exceed the domain limit of the license. (The Personal Plus license has a domain limit of 20.)

I would also like to mention that the Personal Plus license is ment for personal use and not for hosters/resellers.

I want to use it for personal use but with different panels as well. It get pretty messup when you have 5 website running different types of CMS. So i will defiantly prefer separate account for each of my website (domain) just like WHM creates.
