I don't know either but that was what we were talking about. Any customisation of exim.conf. I thought you also checked that directory.I don't know who set this custom version. Should I delete that? Making a backup first, of course.
However if you don't know, then indeed it's an issue. This is for sure causing your Exim issue.
Move the file (so you can later see which changes were made) and then build exim_conf again and things should be fine with correct exim.conf for starters.
As for the MariaDB 10.11 issue, this won't work if you have a legacy license, being older Internal or External lifetime license or a Personal (non-plus) license.
