404, 403 and Timeout/Permission Errors on Files

This is my website, which for is not working for any users (I have tested this with my friends). People either get a 403, 404 or simple timeout errors. I have checked the permissions on the files in question, most noteably: index.html (home page), leeback2back.JPG (the file I was trying to host) and their entire parent directory, public_html. They are supposedly open to everyone (777 permission with 644 on the files themselves). This leads me to believe it is a server problem, yet they are viewable when I am in the FileManager, signed in and viewing them myself. No outside linking of any files is possible. They were working at least a month ago and I can't think of anything I have done differently besides uploading the leeback2back.JPG through the FileManager instead of my usual FTP program. Can anyone offer any suggestions?

Did you get this fixed already? Everything seems to be working fine for me. The website and the image you mentioned...
 
That is very strange. No, I do not think I have fixed this yet, because neither of my friends nor I still cannot view these files.

Perhaps it has something to do with my internet settings, but it would be surprising if I and three of my friends have the same security measures on our internet.

A major Microsoft patch was released a few days ago. Maybe that has something to do with it?

Hmm, all the sudden it has begun to work. Maybe it just needed time.

I apologize for wasting space. Thanks to all who took the time to read this.
 
I did want to add that the leeback2back.JPG image is 2MB in size, and will always take a long time to load; perhaps impossibly long for dialup users.
