i am using direct admin 1.37.0. i want using disclaimer addons.

do you have knowledge about the subject ?

What version of exim.conf do you use? Check

head /etc/exim.conf

That is not a version of /etc/exim.conf, but a version of exim.
Anyway, follow the posted above link to get the latest version of exim.conf and follow this:

cd /usr/local/directadmin/custombuild
./build set exim yes
./build update
./build exim

to update exim.

Then try your guide once more.
